Serving The Community
My name is Mark Dinan and I am a candidate for East Palo Alto City Council. I am a 15-year resident and am currently the chairman of the Public Works & Transportation Commission.
My platform includes:
- Housing: new construction and continued investment in affordable housing is key to lowering rent and improving living standards.
- Safe Streets: pedestrians, cyclists, and people in wheelchairs to move around town.
- Parks: I support bringing back and fully funding the Parks and Recreation Department and investing in new fields and facilities.
- We need to invest in emergency preparedness, so we can face future earthquakes, floods, and fires with confidence.
- Parking: we need to implement common sense solutions to improve our out-of-control parking problems.
- Infrastructure: We need to invest in rebuilding our roads, sewers, sidewalks, and water pipes.
- Animal Services: We must improve access to affordable spay/neuter services, microchipping, and vaccinations to promote responsible pet ownership.
- EPA deserves a modern library
- I support development that prioritizes the needs of East Palo Alto residents by bringing essential everyday services like grocery stores, restaurants, movie theaters, banks, cafes, bars, and automobile services into our community while also increasing our tax base.

About Mark
I am a 15 year resident of East Palo Alto. I have a BA from Marquette University, and own a small recruiting business. My wife and I have a son who is a Freshman at Menlo-Atherton High School.
Issues
Housing
East Palo Alto has a housing crisis. Rents are too high, and the city needs to change strategy - what we are currently doing is not working.
Parks
East Palo Alto does not have a Parks & Rec Department. We need to improve our parks and make them lively, safe, and fun
Animal Services
East Palo Alto pays over $550k on Animal Services to San Mateo County and we are not getting our money's worth. We need to rethink Animal Services in EPA.
Parking
Nobody in EPA is happy with our parking situation. We need to implement common sense solutions for parking
Safe Streets
It should be safe for our kids to bike and walk to school, and for anyone on foot or in a wheel chair to use sidewalks in EPA. More people using bikes and scooters to get around helps everyone and takes cars off the street. We should do more to encourage this, including protected bike lanes, sidewalks free of cars, and fixing roads that are currently in bad shape.
Emergency Preparedness in East Palo Alto
East Palo Alto is not prepared for a major earthquake. We need to get ready as a community. I am CERT certified and a member of EPA's Emergency Response team, rEPAct.
